  • The City of Saint Paul allows residents to keep backyard chickens, but there are a few restrictions. 
  • Permit Requirement: To keep backyard chickens, you must obtain a permit. There are two tiers of permits available:
    • Tier 1 permits allow for 1-6 chickens.
    • Tier 2 permits allow for 7-15 chickens.
  • Coop Specifications: Chickens must be housed in a coop that meets specific requirements:
    • The coop must have a minimum overall floor size of 32 square feet.
    • Sidewalls must be at least 5 feet high and constructed of 11 gauge or heavier wire.
    • A cover over the entire pen or kennel must be provided.
  • Restriction on Chicken Movement: Chickens are not allowed to roam freely. They must be kept in their coop or on their owner’s property.
  • No Roosters: Roosters are prohibited in backyard chicken keeping. Only female chickens are allowed.
